The country currently faces a number of political, economic, and administrative challenges that necessitate a new approach to governance. Given this reality, it becomes imperative for national forces to deeply consider the form and nature of the next government, ensuring political stability, achieving the state’s development goals, and strengthening citizens’ trust in its institutions.
The next phase requires the formation of a truly political government, one capable of making decisions and implementing public policies efficiently and responsibly. The cabinet should be composed of influential political figures with established experience in public administration, capable of representing their respective national components responsibly and in a balanced manner, and enjoying national, regional, and international acceptance.
In order to strengthen the principle of national partnership, it is crucial that the government includes political figures from Shia, Sunni, and Kurdish political parties, as well as other respected Iraqi groups, who possess the competence and ability to manage the levers of executive power, thus reflecting the political and social diversity of the country. The presence of such figures contributes to ensuring a unified national stance and enhances the ability to address both internal and external challenges.
It is also preferable that the government be composed of individuals not tied to immediate electoral ambitions, and that they not run in the upcoming elections. This ensures the independence of executive decision-making and allows the government to focus its efforts on serving the state and its citizens, free from any electoral considerations that might influence performance or the impartiality of state institutions. The government’s non-participation in the upcoming elections is not a mere formality, but a strategic choice aimed at safeguarding the independence of executive decision-making and ensuring that ministers’ attention is solely focused on national issues, not on electoral calculations or political alliances.
The fundamental purpose of this principle is to enable the government to make courageous and bold decisions that serve the country’s best interests, without hesitation or fear of impacting the electoral future of any of its members. A government uninvolved in electoral competition will be better able to operate freely and take genuine reform steps without succumbing to pressure or favoritism.
The success of the next phase also requires a prime minister who believes in teamwork, works within a diverse team, and utilizes a political advisory body representing various components to ensure balance, stability, and strengthen national partnership.
Iraq today needs a strong and responsible government capable of building stable political consensus and implementing a clear governmental program that addresses the priorities of this phase and places the national interest above all else. Such a government will be able to lead the country toward a more stable and balanced phase, confront the accumulated challenges, and transform them into real development opportunities.
